With the sudden crisis brought about by the coronavirus pandemic, federal, state and local governments have implemented a host of emergency actions intended to address health and economic concerns. Employers, employees, insurers, TPAs, attorneys and even the judiciary are all scrambling to understand and cope with the new landscape. Legal and potential legal issues abound.
This Guide is the result of the work of a team of attorneys at Michael Sullivan & Associates. It's purpose is to provide continuing guidance to our clients, and California industry in general, on how to best navigate issues and challenges in this rapidly changing landscape. It is our hope that by doing so well, we also serve those who work for California employers.

This is something we are familiar with. As attorneys, we have found that the best way to quickly assimilate a deep understanding of a new body of law is to think it through and articulate the requirements and the impact in writing. We also present quite frequently, previously in person, these days by webinars and Zoom meetings. Over the years, we have written several texts and distributed them widely. Every time, we find the process elevates our understanding. We also greatly value the feedback and questions that are received in response.
But we have never seen an environment with such rapid, daily, and radical change. Therefore, this Guide will our first book that is published in a fully electronic form. This will allow for continuous change and updates, as new information arises. For that reason, the reader is cautioned that it won’t necessarily contain the same information or guidance from one day to the next. It will however, always contain our best current assessment of the state of the environment.
